To start page numbers on a specific page in Google Docs, put a section break immediately before that page, unlink its header or footer from the previous section, then apply page numbers to the new section. A normal page break is not enough.

This is the reliable setup for a report with an unnumbered cover page or table of contents followed by page 1.
Before You Start: Use Pages Format#
Page numbers, headers, footers, and section breaks are not available in pageless documents.
If you cannot see the commands:
- Click File > Page setup.
- Select Pages.
- Click OK.
Google's current page-number help confirms that page numbering is unavailable in pageless format.
Step 1: Insert a Section Break#
- Place the cursor at the end of the page before numbering should begin.
- Click Insert > Break > Section break (next page).
- Click View > Show non-printing characters if you want to inspect the document's hidden formatting.
Use a section break—not Page break. The new section is what lets Docs use different header, footer, and numbering settings.
Step 2: Unlink the New Section#
- Double-click the header or footer on the first page that should be numbered.
- Turn off Link to previous.
Do this before deleting page numbers from the earlier pages. If the sections remain linked, removing a number from the cover page can remove numbers from the main document too.
The order matters: create the section, open its header or footer, and unlink it before applying section-specific numbering.
Step 3: Apply Page Numbers to This Section#
- Click anywhere in the new section.
- Click Insert > Page elements > Page number > More options.
- Under Apply to, choose This section.
- Under Numbering, choose Start at.
- Enter 1, or another starting number.
- Choose whether the number appears in the header or footer.
- Click Apply.
Your cover pages remain unnumbered, while the first page of the main section displays the number you chose.
Common Problems#
“Apply to this section” is missing#
The document does not have a section break at the cursor. Insert Section break (next page) before the page where numbering should change.
Deleting the cover-page number removes every number#
The sections are still linked. Undo the deletion, open the new section's header or footer, turn off Link to previous, and try again.
The option says “Continue from previous section”#
Choose Start at and enter the number you want. Continue from previous section is useful only when the new section should preserve the earlier count.
Page numbers disappeared#
Confirm the document is still in Pages format. Headers, footers, and page numbers are hidden in pageless format.
The section break is in the wrong place#
Click View > Show non-printing characters to inspect the document's hidden formatting. Delete the misplaced break and insert a new one directly before the first numbered page.
Different First Page vs Section Break#
Use Different first page when only page 1 needs a different header or footer.
Use a section break when:
- Several opening pages should have no number.
- The main text should restart at page 1.
- Different chapters need different headers or footers.
- Numbering must change partway through the document.
For a single title page followed immediately by page 1, either approach may work. For a cover plus table of contents, sections are more dependable.
What About Roman Numerals?#
Google Docs can restart numbering by section, but its automatic page-number control does not offer Roman numeral formatting. If a thesis requires Roman numerals for front matter and Arabic numbers for the main text, you may need manual front-matter numbers or a different document-layout tool.
Quick Checklist#
- Switch from Pageless to Pages.
- Insert Section break (next page).
- Open the new section's header or footer.
- Turn off Link to previous.
- Insert Page elements > Page number > More options.
- Apply to This section and choose Start at.
